on same lines as discussed in the earlier post, I would assume this would be an RFE.
Atleast till v4.0.3, I dont see any OOTB option to get this done.

If you have a project area with you as the only member, or if can get your RTC admin to create an access group with only you in it, then you can make a work item that you own private by applying the "Restricted Access ..." operation to the work item, and select that project area or access group.
