Creating a new repostitory workspace

I am new to Jazz/ Team Concert and I am using Version: 1.0.1.1
Build id: M20090225-1543. I am trying to create a new repository workspace without success. I am following the instructions in the help tutorial (Managing change and releases > Managing source code with Jazz > Working in the Eclipse client > Repository workspaces in a team environment) and it says:
1. In the Team Artifacts view, expand your project area and navigate to the stream that you want to use.
2. Right-click the stream and click New repository workspace to open the New Repository Workspace wizard.

I managed to do 1., but when I click on the stream there is no item that says "New repository workspace" or any thing similar. I can not find how to create a repository workspace any where. It seems that the help documentation has numerous differences from the actual product and I wondering if it is in fact the correct version to go with the product.

This should be as straight forward as the help says.

Can you open a bug and attach a screenshot of what you do see? I can't
think off the top of my head of any situation that would make the menu not
populate with those standard actions.
