How to promote the source code in RTC without build

For clarification, are you using the term promotion as used in the 'Enterprise Extensions' part of RTC (which I am not too familiar with), or are you using 'promotion' loosely? Build does not do anything special when it comes to SCM, in which case you could do everything manually your self. For the most part, 'promotion' tends to be either to deliver the changes to some other stream, or most likely performing a component replace operation in the target stream (where the source or seed in this case would be your repository workspace which has the 'uploaded source code'.)
