Is there a way to find history of how a stream is deleted from RTC which is owned by a team area. Looking for details like when the stream is deleted and by whom.

You should be able to see that information from either the Event Feed for a Team Area in the Eclipse client. From the Team Organization view you open the TA events from the context menu Show Recent Events... or by opening the TA's Dashboard and adding the Project's Recent Activity widget. The widget can be configured to a TA from its' settings. You will see user and time date information along with the stream name and operation for deletion. Hope this helps.
