Does RTC expose API's to be consumed by a mobile app for dashboarding capabilities?

My client uses RTC on premise and is using RTC dashboard on the web. They want to front-end this with a mobile app.

So does RTC expose API's that can be consumed by the mobile app to build dashboards?

The other option we have is the Bluemix Track & Plan. Does the Track and plan service provide API's to be consumed? Or I have any other options?
