How do you create a graphic report to display historical work item close rate over time in RTC SCM?

We frequently get this request to show closure rate over time.  It is a metric we are used to having and have not figured out how to do it in RTC.  What they want to see is that at the end of the program more work items are closing than opening.  We can easily see the current state of closed versus opening but we can not tell the rate over time.  Is there something we don't know or something coming in the future to help here?

Work Item trend closure is something JRS Report Builder does quite well out of the box. (post version 6.0.1).  In the Historical trend flow, they would pick Work Item, then choose the "Closure" trend.
