How to monitor performance of Jenkins and get alerts when there are problems on application layer or IT infrastructure layer?

This refers to situations either you work with Jenkins alone; Jenkins with UrbanCode or Jenkins with ClearCase \ ClearQuest \ RTC \ CLM.
