Bugzilla Import with Stale Data Error

Good Morning,

We're trying to migrate bugs from an old Bugzilla 2.16 server into RTC 6.0.1. We've been able to get the extract the bugs from Bugzilla and arrange into the XML format shown in article TN0007, as the XML export feature in Bugzilla 2.16 was broken in the version we're currently running.

We've been attempting to import the bugs and keep getting the following error message:

Could not create work item from bug 10590
Could not create work item from bug 10590: The Jazz Team Server rejected the request because it is based on stale data.  Additional information from the server:  Conflict

To caveat this some of the bugs are from the early 2000s, would this impact the import in anyway or is there something I'm missing?

Figured out the issue.

Was trying to assign any non existing users from the Bugzilla database using:

<value sourceId="*" targetId="userID"/>

Apparently this isn't liked by RTC and causes the above error.
