The simplest way is to install the RTC Eclipse Client. SCM tools are installed into the jazz/scmtools directory.
Go to:
  https://jazz.net/downloads/rational-team-concert/releases/6.0.2?p=allDownloads
and look at the Plain .zip Files section.
