Why am I not able to create a new project with SAFe Ver 3 template?

User "monicag" does not have the required permission to perform the following operation: create a project area in the repository. The "JazzProjectAdmins" repository permission is required to perform this operation.

Who can help please?

 Are you a member of the JazzProjectAdmins group or the JazzAdmins group?  Membership in either group is required to create a new project area.
