Is there a way to exclude ids who have one type of email but not another?

I need to report ids who have a specific email type, but not another. I tried building my main query for the email type I want and do an except against the ids who have the 2nd type but my return query has ids who have both? New to Cognos any help would be appreciated.

I don't think so. I am at a college consortium where Cognos 10.2.1 has replaced our previous reporting tool.
