Creating link type in RTC 4.0.6 - "NewLinkType" in Extensions tab not present

Hi all. I'm trying to create a new link type following this guide.
But when I add the "com.ibm.team.repository.common.linkTypes" extension, is not available in it the "New Link Type" option.
The only is "Generic".
Which is the problem?
