How to manually finalise a project?

I must not have ticked the box for "Automatically finalize" on one of the projects I created. How can I do this manually? I am unable to create categories for work items, amongst other things, until I finalise the project.

To manually initialize an uninitialized project area:
Right click on the Project Area in the Team Artifacts View
Select Initialize...
Click OK when prompted

Hmmm...Initialize is missing from the context menu so it must be initialised (plus I see the folders for Builds, Plans, Reports, etc). The rub is when I go to create work item categories for the project the Add, Edit, and Archive buttons are all greyed out.
