Why do we need a RTC and CC bridge?

 For the integration of RTC and cc we use the RTC and CC brige. but if both has almost same functioning then why do we need a bridge among them.

The bridge is used if you are using RTC for planning work and CC for configuration management, to link CC changesets to RTC workitems.

If you use the SCM of RTC, a bridgwe to CC is not needed.
