How to create views of type "Public"?

There are three types of views mentioned on IBM jazz help page.

1. Personal

2. Shared

3. Public

My question is around Public views... how to create public views.

I can see lot of documentation around personal and shared. Please help me with Public views.

I'm not entirely sure what is meant by public view (maybe you can post a link to the help page you're looking at).
I think it may sometimes be used interchangeably with "Shared", but I don't think there's anything
