Can i connect my Rational Team Client to the jazz.net server (https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=jazz.viewPage&id=com.ibm.team.process.projectAreaList), where is inserted the project jazz foundation e jazz rational concert.
I wish to read the workitem e reports in my personal client and not by web browser.

AFAIK, currently that kind of access is not possible by site configuration.

Sorry, no-one outside the IBM firewall should have access jazz.net projects via an Eclipse client - only via the web browser.
