What does the below download sources from repository connection mean?

 Hi,

I was given a command to download the sources from repository workspace.

Command for downloading sources:
/opt/IBM/WebSphere/rtctoolkit/buildsystem/buildengine/eclipse/jbe -userId $Build_User -passwordFile $Build_Password_File -repository $Repository_Address -buildResultUUID $buildResultUuid -engineUUID $engineUUID -participants com.ibm.team.build.jazzscm -noComplete

I have some doubts related to this:
1. Is the above command responsible for the creation of the snapshot as soon as the build has been triggered?
2. Is the 'Jazz Source control' tab configuration in build definition is responsible for the creation of snapshot?

That is the command to start the jazz build engine and there is a build participant installed that I am not sure of what it does.
I would suggest to talk to the person that gave you the command if you don't know what it does. That person should know what it does and be able to explain what it does, too..
