How do you change default Test Cell and Duration time in Select a Machine to Run This Test pop-up?

I would like to make the default selections different for the Test Cell and Duration of Execution drop downs different in the Select a Machine to Run This Test pop-up.  Currently they default to unassigned and 1 hour respectively.  I would like to change it to a test cell I created and 4 hours but I cannot figure out where this setting is.

You cannot change Duration of Execution default value.
For Test Cell, I am not sure but it does not seem the default can be changed.
