How to change the default time on the Due Date attribute

Good Afternoon,

We are using RTC v 5.0

I have been requested to look into the possibility of changing the default time that appears on the "Due Date" attribute from 12:00pm to 09:00pm.

Can anyone point me in the right direction please?

Any and all suggestions are most welcome
