1. set up two plans in different projects one public and one private on RTC self-host
   
2. created tracks links from private work items to public work items
3. Created a private plan and a public plan
   
4. created a cross project plan in the private area
   
5. In the links tab of the x-project plan I added a Tracks Plan link to the public plan
6. Only private work items are appearing in the x-project plan
7. The first time I viewed the x-project plan the public items were showing
8. But now I can't see any public work items

I would really appreciate help with this frustrating problem.
