Modified by action in RM displays the username who does not done any actions to an module?

If an User "A" has logged in to the RM then if he views an module of User "B" in the Requirement DNG (RM) then it displays as last modified by User "A" but in the audit history of module no changes are done.

Are you sure "view" is the only action carried out? Can it be reproduced?
