JAZZ DEVELOPER
The Enterprise Platform tools can be downloaded from Jazz.net.  For example the downloads for RTC 6.0 are here:
https://jazz.net/downloads/rational-team-concert/releases/6.0?p=allDownloads

The Plain .zip Files section contains Linux for System z downloads for
  • Build System Toolkit
  • Context-Aware Search Engine for Developer for IBM Enterprise Platforms
  • SCM Tools
I do see though that you are asking about Linux s390 toolkits.  Note that according to Software Product Compatibility Reports for RTC 6.0 support is only provided for 64-bit systems on System z.
