Regardless which user you log in with, you still need to assign one of the following licenses to user rm_user:
Analyst
Contributor
Developer for IBM Enterprise Platforms
Quality Professional
Practitioner
Contributor-Floating
Developer
Analyst-Floating

Below are the steps to assign licenses to user rm_user

1. Access Server Administration - Active Users
https://clm-server:9443/jts/admin#action=com.ibm.team.repository.manageUsers

2. Click on rm_user

3. In "Client Access Licenses", make sure one of the following is ticked.
Analyst
Contributor
Developer for IBM Enterprise Platforms
Quality Professional
Practitioner
Contributor-Floating
Developer
Analyst-Floating
