I tried to click on the "Lesson 1: Create requirements and edit requirements attributes" and get a message that a plug-in is needed to display the content.
Where do I get the plug-in needed to display the tutorial's content?

Can you tell me what about what you are looking at?  Are you referring to the knowledge center? (example: https://jazz.net/help-dev/clm/index.jsp?re=1&topic=/com.ibm.rational.rrm.calm.tutorial.doc/topics/rrc_calm_tut_abstract.html&scope=null)
Have you considered running the tutorials on developer works?
