The question is not clear to me. Please spend some time to refine your question.
It is likely that something like that could be done with an advisor, if there are dates that it could work with.
We would like to have a WorkItem edit restriction based on user availability in some project area, for example if a user has work allocation in the user edit page, work environment that is not in the current timeframe, RTC denied access or do I need to extend the product?.

There is nothing like that built in to the product. RTC does not care if the work allocation is there or not and would never prevent anything based on that information. You definitely would have to create an extension.
