With the RTC web client, as the owner of a change set, is there a way to edit the comment on a change set after its been delivered?
I know how to edit a change set comment when using Eclipse, but can't find the same feature or how to do so with the web client.

The function is not available on web client. You can vote and subscribe an existing RFE:
