Possible to check if a change set has been delivered before closing a task

We associate a Change set to a Task 

I want to know if it is possible to allow the task to be "Verified" only if the change set has been delivered?

Many cases that a change set is associated but not delivered but task is closed

I do not know of a way to do this programmatically.

The verifier can use "Locate Change Sets" to verify that the change sets attached to the work item are in the expected stream.
