Who can create baseline of component for workspace/stream.
Examples:
I(jihan) am a member a team named "client"
Step1:
If I open my workspace.
select a component, right click, click new --> baseline.
I will create a baseline for it.
Step2:
If I open the stream of my workspace(belongs to "client" team).
select a component, right click, no "new baseline" function.
So I can not create baseline.
But after I create a baseline for my workspace, I can deliver my work. so that it will go to the stream component.
That is to say, as a team member, I can create BL for my team, is that correct?

To add the baseline to your stream you'll have to deliver the baseline. This ensures that what you deliver has been tested and includes the configuration you at least looked at once as it existed in your repository workspace. If you baseline directly in the stream, you don't really know what you are baselining since the stream is a shared item that others can be actively delivering to.
Back to your steps, from your repo workspace, create the baseline then from the Pending Changes view deliver the baseline.
