User not receiving email notifications

A developer is not receiving any email notifications from the work items....her email address is correct.  Does anyone have an idea what could be causing this?

I would suggest review of the Email Settings on the User's RTC account as well as any "junk mail" folders at the receiving end. 

In RTC Web UI, pulldown the menu attached to the user name, choose View My Profile and Licenses.  Select the Email Configuration.

As Kevin suggested, Check the Email Configuration in the user's profile then check the history of the work item which the user was supposed to receive.
