Are the Plain Java Client Libraries supposed to contain IFullTextClientLibrary ?

I'm trying to dig into full-text search capabilities using the Java client libraries (4.0.6), but am having some trouble finding the relevant JAR(s) to use com.ibm.team.fulltext.client.IFullTextClientLibrary.

Is this supposed to be included in the "Plain Java Client Libraries", on this page?

If not, any idea where I can get them?
