 Hi ,
I am creating new test plan in RQM 502, but I want to create new product and release under test plan summary section. How to create new product and release under test plan summary?

I believe you are referring to the "Product" and "Release" test plan categories.  They are project properties.  This link might help with more info for Organizing artifacts by using categories.
