How can i get Changeset link(web link) with plain java api?

Hello,

I want ChangeSet Link of any file and folder.

I have IChange, IVersionableHandle, IVersionable Objects, Is there any way to get the web link from these object or any other ways to get the link?

It is server API, but there should be a very similar client API.
