Restricting the creation of component baselines

Hi, is there a way to restrict who can create Component Baselines?

After some investigation, I think in 2.0, if you have permission to
deliver code to a specific component, then you have also permission to
create and deliver a baseline.

In my scenario, we would like to have a deeper granularity to inspect
the type of deliver and be able to restrict baseline creation and
deliver to a specific role.

Is this possible? Any pointer would be appreciated...
