I was under the impression that project roles would grant permission based on the permission Bolded below which is from the help guide:
"Save Change Set Links and Comments
I still receive a permission denied message. Does anyone know if there is a server/admin level setting that is continuing to block this permission from working correctly? Thanks, Nick |

There is no server/admin level setting. However, it is possible that the work item you are trying to modify is not owned by the project or team area you think owns it.
To determine the process that is being applied, open the Team Advisor view in the RTC Eclipse client. Re-try the operation. In the Team Advisor view, click the "Why did this happen?" link. The text will tell you what process area was checked for permissions. Make sure you have the appropriate roles and permissions in that area.
