The Rational Team Concert is what you would use if you want to use the
Rational Team Concert applications (SCM, Work Items, Build, Agile Planning). The Jazz Foundation Server is what you would use if you wnat to build your own applications, and just want to use the Jazz Foundation Services (persistency, query, webui components, etc) to do so .
