ReportServiceTask, what does "86400" mean exactly?

We shutdown our RTC server every night in order to back it up. Somehow this leads to the Reports (e.g. Burndown) not being up to date.
Hence my question: What does 86400 mean exactly:
- 24 hours after the server was booted (which would be at the exact time the server is being shut down again)?
- 24 hours after the last reports were collected?
In other words: If a server is rebooted every day at the same hour: Should all these "86400" values be lowered to e.g. 80000 so that the cleanup tasks can all run before the next reboot?
