Getting a Message when upgrading from 3.0.1.x to 4

The message is caused because the new Developer Workgroup license for 4 has more rules.
To correct the issue you can do one of the following:
1. Remove the license before the upgrade and in v4 install the new Workgroup v4 license.
2. After upgrading go to license management and install the new Workgroup v4 license.
