Does this mean there is a version of RTC/RRC coming that will be able to share the same Jazz Team Server and directly share artifacts ?

No, that is not currently possible because it's not the same server technology used by the two. Composer is currently built on JRS (Jazz REST Services).

Tthe integration to RTC will be available in which milestone of RRC?
The ability to create links to/from Composer artifacts and RTC and RQM entities (work items, plans, testcases, etc) is planned for the RRC 2.0 release as part of C/ALM. As to when we will be able to share the same single server, I do not have that information.

Currently in the Client and on the Web, we can upload files or do a screen shot that puts things in a file, but in Release 2.0 is there a plan to be able to do screen shots or cut and paste into a rich text field. This would make the tool much more user friendly for clients to input data. When will this be available in the Client and on the web interface?

Not sure I completely follow the request, but if you have an image on the clipboard, you can already (in 1.x) paste that directly into a document. This will result in an artifact being created on the server (allowing you to specify the image artifact's name) with the contents of the image, and that image artifact is then embedded in the document automatically. In other words, you don't have to create the file first and upload it.
Therefore, you could use Ctrl+PrtSc (or other screen capture tool) to capture the screen, or portion thereof, and immediately paste it into a document directly from the clipboard.
