Question on JIA (Jazz Integration Architecture)

I have posted this on the Jazz Fondation forum and thought of posting here too!

If Jazz platform can be used for connecting varying tools then these tools need to expose their functionalities to Jazz through webservices (using REST). If the tools can expose using web services then what is the function of Jazz here. I can make tool A talk to tool B and B to C using web services and why do I need to have Jazz here as a platform? Am I missing something here? Please let me know.
