You can use the repotools -exportUsers to get a CSV file and then count lines in Excel or do some excel magic.

If you use floating licenses, you could have a look at the license reports in JTS.

Login With Jazz Admin user and click on settings icon located on upper right side of page then click manage users. you will get total number of users in RTC.
