Http 404 error while connecting to server web console

I downloaded RTC-Standard-Full-I20090525-1647-Win32-Local.zip (which is RC2), and installed Team Server. When I attempted to connect to the server web console via https://localhost:9443/jazz/web, I got HTTP 404 error msg. Any idea why this happens? Thanks.

Hello,
I guess you should provide more details about your environment (OS,
AppServer Tomcat/WAS, DB vendor, JRE) + the jazz.log file that may
contain details about encountered error.
Did you run the setup procedure before going to
https://localhost:9443/jazz/web?
https://jazz.net/jazzdocs/topic/com.ibm.team.install.doc/topics/t_s_server_installation_setup_wizard.html
