Custom Precondition like 'All Children Resolved' but by WI type and state?

Hello all, I have a question for RTC 4.0.7:

the OOTB precondition 'All Children Resolved' is checked when the WI is saved in a Resolved state, but I would like is behaviour similar to 'Prevent Editing' which allows you to specify the WI type and state where the check is applied.  To put it another way, what I'm after is a precondition that checks for all children to be resolved for work item A when saved in state B.

I'm aware that this will require a custom precondition, something I haven't tackled yet, but I'm wondering if anyone has already done this and would be happy to share their experience?

I should have mentioned that, once you set up the development environment with sources as described, you can also find the code for the built in advisors and look at that code as well.
