Helpfile links not active after Jazz Installation

The server hosting CLM applications must have internet connection in order to gather help content from our Knowledge Center website.
If your Jazz server is disconnected from the internet, then you can configure an offline help:

When I test the connection on the "Remote help configuration" tab, the connection fails, any idea what could be causing this from connecting to ibm help? I have tested the link on a normal browser and it opens with no error (http://www.ibm.com/support/knowledgecentre/SSYMRC/.
With the above URL it also fails to me when testing the connection. The correct URL should be:
http://www.ibm.com/support/knowledgecenter/SSYMRC_5.0.2
