State-based field requirements for Work Items

We can use an advisor (requiredProperties) to require a WI field be completed before saving. Other change tracking tools (CQ) allow the process to specify required fields based on the state of the WI. For example, 'Estimate' is not required on creation, but is required to move the WI to the 'Approving' state. Is there a way to pass this type of information to the requiredProperties advisor, or advisors in general? I am a little advisor-ignorant at this stage in my Jazz life, so could someone explain if this is do-able froman advisor perspective.
