How to configure, Project dashboard vs program dashboard vs individual dashboard

A user wants access to his individual dashboard (read and write permissions), and Project dashboard (only read permissions).
A manager wants access to individual dashboard (read and write permissions), Project dashboard (read and write permissions), and Program dashboard (only read permissions).
A manager wants access to individual dashboard (read and write permissions), Project dashboard  (only read permissions), and Program dashboard (only read permissions).

How to configure this on WebUI? Is there licensing or permissions configuration?
How on the webUI can they distinguish between these dashboards?

Please let me know...
