Users can't create a repository workspace

After migrating to M3, our users can no longer create repository
workspaces. Defect 30781 was reported with this exact problem, and
marked as a duplicate of 30625. Neither defect explains how to fix the
problem at hand - users can't create repository workspaces. So my
question is, how do I fix this problem?

After poking around Jazz with a sharp stick, I found that you can set
properties per user in the Users view. While repository.reader and
repository.writer were both checked, scm.repository_workspace was not
checked. I checked scm.repository_workspace and scm.personal_component
just to be safe, and we can now create repository workspaces again.
