After upgrading successfully from CLM v4.0.3 to v5.0, we tried to execute the JTS/Setup and receive the following error

Hi Rajesh,
This appears to be the same issue as CRJCA0003E error while finalizing JTS setup (197873). However, this defect was fixed in CLM 4.0.
Can you please open a PMR with the JTS and RQM logs?

The error in CRJCA0003E error while finalizing JTS setup (197873). was tracked to a configuration with no friend entry for the RM server, even though it's listed as a registered application.
Does QM show up in the Incoming and Outgoing sections of the JTS admin UI?
That is, does QM show up correctly on these pages:
https://<host>:<port>/jts/admin#action=com.ibm.team.repository.admin.configureOAuth
https://<host::<port>/jts/admin#action=com.ibm.team.repository.admin.friends
