RRC RDNG Module Baseline: Change the Baseline starting Version number

Is there a way to change the Baseline starting Version number for a specific Module? It will start with 1.0, but we are going to bring in requirements externally, which are on 3.0.  All I can think of is creating a dummy 1.0 and 2.0 to get to start at 3.0.

As you cannot change the version number in free form. The way you mentioned is probably the only way.
