Formal Process template: Milestone best practice

I have read the summary of what Milestone is supposed to be:

Milestone: Defines a significant point or event in the plan, where event is an occurrence, or an outcome.

The question is, are we supposed to "do something" or is this just a point in time? I have seen it just be a point, but I have also seen users tie tasks to it.

Just looking for a best practice.
