Creating a New Build Definition receive "No Entries Available" message when browsing for Project or team area

I am creating a new Build Definition.  In the New Build Definition dialog box, I click the Browse button next to the Project or team area in which to create the new build definition field.  The Select a Project or Team Area dialog box is blank with the message "No entries available.".  How do the entries get populated in this dialog box?  This is RTC version 4.0.6.  Also, the Project or team area in which to create the new build definition field contains a project that I was not trying to create a build definition for.
